Requires location services for no reason?

No rating because I couldnt use the app.
It gives a msg that Location Services must be turned on. It says the app doesnt use the location data, but I couldnt find a way to continue in the app w/o turning Loc Servs on.
I have still never turned it on on my device, but Ive been able to use most other photo apps. Even ones that say to turn it on.
